Visiting City Hall

Getting to City Hall

City Hall is open Monday through Friday from 8:00 a.m. - 5:00 p.m., with the exception of City holidays and emergency closures. Access hours for specific areas of City Hall may be extended during public meetings.

  • City Hall is located at 900 E. Broad Street. The public entrance to City Hall is on N 9th Street and is ADA accessible.
  • City Hall is serviced frequently by multiple bus routes.
  • Public on-street parking is available near City Hall. Please be mindful of posted parking requirements, including meters and time restrictions.

Appointments required

Visitors to City Hall must schedule appointments to access floors 2-17, with the exception of public meetings. Please verify in advance that the agency, service, or individual you are seeking is available at the time of your visit.

A number of public walk-in services are available on the first floor of City Hall, but residents are encouraged to conduct business with the city electronically whenever possible.

Security

All visitors to City Hall, including staff members, are required to pass through metal detectors upon entering the building. This additional security measure helps ensure a safe and secure environment for everyone. Please allow 5-10 minutes for the screening process to occur. In the event that an additional search is needed, a metal detector wand may be used. Your cooperation and understanding are greatly appreciated.

Following the security screening, all visitors must check in at the security desk on the first floor.

List of items prohibited in City of Richmond facilities

  • Firearms
  • Ghost weapons
  • BB or pellet guns
  • Stun guns
  • Electric weapons
  • Ammunition
  • Black powder
  • Slingshots
  • Edged knives, axes, picks, bows and arrows, hatchets, throwing stars, sabers, swords, daggers, razor blades, box cutters, utility knives, and razor blades
  • Striking devices such as billy clubs, blackjacks, brass knuckles, chains exceeding 12 inches, nightsticks, nunchucks, and kubatons
  • Destructive devices, explosives, or combustible chemical compounds and mixtures
  • Flammable liquids, such as gasoline, turpentine, and paint thinner
  • Mace, pepper spray, tear gas, or other chemical sprays that are designed for self defense unless they meet the exemption list authorized by the city administration.

Note, per City Code Sec. 19-335, “No person shall possess, carry, or transport any firearms, ammunition, or components or combination thereof” in any City-owned building, park, recreation or community facility. This prohibition shall not apply to any duly authorized military personnel in the performance of their lawful duties, law enforcement officer, or security guard contracted or employed by the City.
