Riad Ali

Mr. Riad Ali, CPA - City Auditor

Mr. Ali has worked in public accounting, internal auditing, and most recently worked at the Broward Office of the Inspector General in South Florida as the Assistant Inspector General.  In his nearly 10-year tenure at the Broward Office of the Inspector General, Mr. Ali was responsible for starting up & overseeing the audit section, directing the contract/procurement oversight section, and supervising financial & procurement investigations.  Mr. Ali holds a bachelor's degree and a master's degree in accounting from Florida International University, and is both a Certified Public Accountant (CPA) and Certified Inspector General Auditor (CIGA).

Yolanda McCoy

Ms. Yolanda L. McCoy, CIA, CGAP, CFE - Deputy City Auditor

Ms. McCoy has more than 20 years of governmental internal auditing experience. She joined the City Auditor's Office in December 2000 as an Auditor I and currently holds the position of Deputy City Auditor. Yolanda received her Bachelor's degree in Accounting from Virginia Union University. She holds both the Certified Internal Auditor and Certified Government Auditing Professional certifications.

Mr. William “Bret” Lewis, CPA, CFE, MBA – Deputy City Auditor

Mr. Lewis is a Certified Public Accountant (CPA). He has over 10 years of government accounting and internal control experience, including 5 years of local government auditing. He is also the membership chairman of the Virginia Local Government Auditors Association (VLGAA). He received his B.S. in Accounting and Masters in Business Administration from Longwood University. Prior to joining the City Auditor’s Office, he was an Accountant in the Controller’s Office at Virginia Commonwealth University.

Rochelle Carter

 

Ms. Rochelle Carter - Management Analyst / Office Manager

Ms. Carter has over 30 years of administrative & accounting experience. Prior to joining the city of Richmond in 2007, Ms. Carter worked at Henrico County Public Utilities, Hanover County Treasurer Office, and as a Cost Control Assistant for the private sector. Ms. Carter is currently an Associate member of the Association of Certified Fraud Examiners.

Ms. Toni Noel, MPA – Senior Auditor

Ms. Noel has over 16 years of experience working in local government assessing business and personal property taxes. She received her B.A. in Political Science and Masters in Public Administration from Virginia Commonwealth University. Prior to joining the City Auditor's Office, she was a Senior Business Tax Assessment Team Leader for Chesterfield County.

Ms. Leigh Ann Castro, CGAP - Senior Auditor

Ms. Castro has over five years of government auditing experience with the State of Louisiana. She received her B.A. in Sociology with a minor in Business Administration from Louisiana State University. Prior to joining the City Auditor’s Office, she was an Auditor with the Louisiana Department of Transportation & Development. Ms. Castro is a Certified Government Auditing Professional and is currently pursuing her Certified Internal Auditor designation.

Jennifer Harvell

Ms. Jennifer Harvell, CSSGB, MBA - Senior Auditor

Ms. Harvell has more than 15 years of auditing experience.  She received her B.S. degree from the University of North Carolina at Wilmington and a Masters in Business Administration from Colorado Technical University.  She holds her Certified Six Sigma Green Belt in lean processing and quality improvement.  Prior to joining the City Auditor’s Office, she held multiple, municipal leadership roles in Texas.

Z. Brown

Mr. Zachary Brown - Senior Auditor

Mr. Brown has over 13 years of experience working in local government compliance and assessment. He earned his B.A. from Virginia Commonwealth University. Prior to joining the City Auditor’s Office, he was a Senior Tax Compliance Manager with the City of Richmond Department of Finance. Before his role with the City, he served as a senior consultant to more than 40 localities within the Commonwealth with Taxing Authority Consulting Services. 

Selma Thomas

Ms. Selma Thomas - Auditor

Prior to joining the City of Richmond’s Office of the City Auditor, Ms. Thomas worked over 5 years in local government assessing business license taxes and vehicle personal property taxes. Before joining the City of Richmond she worked with RRHA as an Account Receivable Accountant and volunteered with Red Cross as a part-time Financial Statistical Analyst. She also worked at PFPC Financial Services as a Senior Mutual Fund Investment Accountant (Wilmington, DE) for over 15 years. She received her B.S. Degree in Business Administration and Accounting from Delaware State University.
