Solicitations

The Department of Procurement Services is transitioning to a new electronic Invitation for Bid and RFP system called OpenGov.   During this transition some solicitations will be submitted electronically through the OpenGov, and some will be submitted through the paper submission process.  Please see below for instructions on both processes. 

Paper Process

Please check eVA - Virginia Business Opportunities (VBO) for all other solicitations (refer to useful links).

For solicitations posted on eVA REQUIRING PAPER SUBMISSION, all bids and proposals are due in the Department of Procurement Services office, 900 East Broad Street, Room 1104, Richmond, Virginia 23219 until, but no later than the time and date listed for the solicitation.

In the event that City of Richmond government offices are closed, because of inclement weather or other emergency situations, on scheduled pre-bid meetings, published bid openings, pre-proposal meetings, and on proposal due dates, they will default to the next open business day at the same time.

OpenGov (Electronic Process)

For solicitations posted on eVA REQUIRING ELECTRONIC SUBMISSION, all bids and proposals are to be submitted electronically through the City’s e-Procurement Portal, OpenGov, located at https://procurement.opengov.com/portal/rva until, but no later than the time and date listed for the solicitation. Please reach out to OpenGov for any support required or check out the vendor guide.

Only the solicitations below are available on OpenGov requiring electronic submission.

  • Interested Bidders and Offerors may click on the solicitation number to obtain a copy by using the free Adobe® Acrobat® Reader.
