Randolph District

Richmond's Randolph neighborhood has limited parking for residents in certain areas, therefore, parking without a permit on designated residential streets in the Randolph District is restricted to residents of the district and guests of the residents (with a temporary permit or an annual visitor’s pass). The permit helps to ensure that residents of densely populated areas have reasonable access to parking near their residences. Cars parked in violation will be ticketed and possibly towed.

Regulation: Without a permit, from 7:00 a.m. to 9:00 p.m., Monday thru Friday, only one-hour and two-hour parking is permitted on the streets below.

Permit Requirements

Decals are now being sold for parking year 2024.

Current decals, set to expire on July 31, 2023, will remain valid until August 21, 2023 because of decal printing delays.

Letters with decal renewal information are being mailed, or, download the letter and applications below. Please make sure to provide the necessary paperwork with your application and payment. 
 

Residents and property owners of the Randolph District: Randolph Restricted Parking Permits are due to expire July 31, 2023.

Randolph Restricted Parking Forms and Information

These permits expire July 31, 2024.

    New in 2023! Permits can also be purchased online. The online application request portal is www.permitsales.com/richmond. Please read the Online instructions!

    Permit Applications can also be mailed or delivered to City Hall, 900 East Broad Street Room 102, Richmond VA, 23219. If mailed, please anticipate a minimum of 2 weeks for permits to arrive. City of Richmond cannot accurately predict the mail.

    The City will process all online submitted requests and mail the permit(s) if approved. Note that the City of Richmond cannot predict the mail. If a permit is needed immediately, you are better off purchasing in City Hall, 900 East Broad Street Room 102, Richmond VA, 23219.

    Restricted Parking Permits

    • No more than three per household

    • Permit Fee - $25 (permits are not pro-rated)

    • Expiration date July 31

    Courtesy Permits

    • Courtesy Permit Fee - $10 each

    • Expire 10 days from date of issuance

    • May only be purchased by someone owning a valid Randolph parking permit

    Annual Visitor's pass

    • Annual Visitor's Pass Fee - $35 each

    • Home owners are limited to one per household

    • Must be purchased at the same time as the Randolph District Parking Decal

    • Expires at same time as the restricted parking permit - July 31

    • Are non-replaceable

    • Must be a resident property owner and must have an annual permit

    Replacement of Randolph District Parking Decals

    A decal purchased for a vehicle that was sold or otherwise disposed of by the owner may be purchased for $1, with verification of the original decal purchase and vehicle information from the Virginia Department of Motor Vehicles (DMV).

    Replacement of Lost or Stolen Decals

    Decals that are lost or stolen may also be replaced for $1. In these instances, the owner of the vehicle must provide the Department of Public Works, either a signed affidavit that the decal was lost or a copy of a police report indicating the decal was stolen.
