Fan District

Richmond's Fan neighborhood has limited parking for residents in certain areas, therefore, parking without a permit on designated residential streets in the Fan District is restricted to residents of the district and guests of the residents (with a temporary permit or an annual visitor’s pass). The permit helps to ensure that residents of densely populated areas have reasonable access to parking near their residences. Cars parked in violation will be ticketed and possibly towed.

Permit Requirements

Residents and property owners of the Fan District: Fan Restricted Parking Permits are due to expire June 30, 2023. New permits now for sale will expire June 30, 2024.

New in 2023! Permits can also be purchased online. The online application request portal is www.permitsales.com/richmond. Please read the Online instructions!

Permit Applications can also be mailed or delivered to City Hall, 900 East Broad Street Room 102, Richmond VA, 23219. If mailed, please anticipate a minimum of 2 weeks for permits to arrive. City of Richmond cannot accurately predict the mail.

The City will process all online submitted requests and mail the permit(s) if approved. Note that the City of Richmond cannot predict the mail. If a permit is needed immediately, you are better off purchasing in City Hall, 900 East Broad Street Room 102, Richmond VA, 23219.

The following documents enable residents and property owners to provide the necessary information to apply for a Fan Parking Permit.

Permit Fee 

  • Permit Fee - $25 (permits are not pro-rated)
  • Expires June 30

Courtesy parking pass

  • Courtesy Permit Fee - $10 each
  • Expires 10 days from date of issuance
  • May only be purchased by someone owning a valid Fan parking decal

Annual visitor's pass 

  • Annual Visitor's Pass Fee - $35 each
  • Limited to two per house or building address
  • Must be purchased at the same time as the Fan Parking Decal
  • Expires at same time as the decal, June 30
  • Non-replaceable
  • Must be resident property owners & must have an annual permit

 

A decal purchased for a vehicle that was sold or otherwise disposed of by the owner may be purchased for $1, with verification of the original decal purchase and vehicle information from the Department of Motor Vehicles (DMV).

Decals that are lost or stolen may also be replaced for $1. In these instances, the owner of the vehicle must provide the Department of Public Works, either a signed affidavit that the decal was lost or a copy of a police report indicating the decal was stolen. Fan parking decals can be obtained at the following city facilities:

Monday through Friday between 8:00 a.m. and 5:00 p.m.

Parking in the Fan District without a permit is limited to one hour from 7:00 a.m. to 9:00 p.m., Monday through Thursday, and from 7:00 a.m. to 6:00 p.m. on Friday. On West Avenue, parts of Boyd and Birch Streets, and the 1600 & 1800 blocks of West Grace Street, the regulation is one hour from 7:00 a.m. to 12 a.m., Monday through Sunday. A Fan Parking Decal is required to park in excess of one hour during these times.

What are Fan Parking Permits?

Fan Parking Permits are permits for persons residing in the area of the city most commonly referred to as the "Fan District". The permit enables residents and certain college students to park within this designated area without being ticketed or towed.

Fees for Fan Parking Permits: $25.00, valid for one year - July 1st through June 30th

What are the two Fan Restricted Parking Zone boundaries?

There are two zones which will be divided at Lombardy Street.

Zone 1 includes all addresses which are currently in the restricted parking district from Lombardy Street east and includes Lombardy Street addresses.

Zone 2 includes all addresses west of Lombardy Street that are currently in the restricted parking district but does not include Lombardy Street.

When does my permit expire?

The permits expire on June 30.

How will we be able to distinguish the zones?

The different zones will have distinguishing colors. Zone 1 will be blue with white print, and Zone 2 will be red with white print. North Lombardy Street is a neutral zone, meaning that both Zone 1 and Zone 2 permit holders can park there without moving. The Zone 1 and 2 neutral zone will be green with white print.  

How much does the Fan decal and visitor passes cost?

Resident decal - $25.00
Visitor pass - $35.00
You may only purchase two. In addition, visitor passes can only be purchased by a Fan district homeowner.
