Government Organization
Richmond's local government is organized as a mayor-council form of government, where the City Council and Mayor play crucial roles in municipal affairs. The City Council, composed of nine members elected from nine districts, is responsible for making legislative decisions, including passing ordinances, setting policies, and approving the city budget.
The Mayor's and Chief Administrative Officer's (CAO's) duties are governed by the City Charter. Under the charter, the Mayor serves as the chief executive officer of the city responsible for the proper administration of city government. Also under the charter, the CAO oversees day-to-day operations of city government administration.
Richmond's city government structure, comprised of 32 administrative departments and offices reporting to the Mayor/CAO and seven reporting to City Council, emphasizes community involvement and transparency. Regular meetings of the City Council are open to the public, providing citizens with opportunities to voice their concerns and participate in local governance.
