Shockoe Valley Streets Improvement Project
Project Summary and Scope
Shockoe Valley Streets Improvment smart scale project provides a comprehensive set of improvements in the vicinity of the Broad Street interchange. Some of the corridors and intersections improvements based on Traffic analysis will include Oliver Hill &Venable Street (newly proposed roundabout ), Venable St and 18th street (new roundabout), Mosby and Venable St (Roundabout), 17th Street and Broad Street (new traffic signal), MLK bridge, Mosby and “O” Street (new roundabout). Some streets like 18th Street from Balding to Broad and Oliver Hill from Broad will be converted after traffic analysis from one-way to two-way traffic. The goals of this project is to improve safety , improve multi modal Transportation, Environmental Sustainability , Econimic development and land use .
VDOT conducted a planning study in 2012-2013 of the I-95/64 Overlap area in the City of Richmond and Henrico County. The purpose of this study was to identify potential transportation and safety improvements within the study area. Several potential improvements were identified, including the “I-95 Broad Street Interchange Area” project. In June 2016 this project was selected as a HB-2 project (now called smart scale) and awarded $28,043,000 in federal allocations in VDOT’s Six-Year plan.

Project Funding
This project is funded through smart scale Federal funds at no cost to the City, however due to inflation and rising cost estimates of materials and labor project is short funded, City is seeking additional funding sources cover the shortfall of funds, breakdown of funding is as follows:
P.E = $ 3,800,000
RW and Utility relocation= $ 8,838,000
Construction Cost = $ 33,805,000
Total Project Funding = $ 46,443,000
Project Status Updates
Project is currently in detailed design with 60% plans submitted in August 2020. Updated 60% plans submitted by RKK on 10/22 . . Project presented to UDC on June 6th , 2019 for Location Character and extent and City Planning Commission on June 17th, 2019 for conceptual approval. conceptual design is completed, project is now moving to detailed design stage and filing historic reports with department of historic resources for environmental review . Phase II archaeological and historic resources are underway till end of March 2023. New draft DHR report is submitted in 03/23 with mitigation measures sought to avoid impacting any potential Archaeological or Historical sites. Currently waiting on DHR final recommendation for potential sites. Consultant RKK to prepare Memorandum of Agreement (MOA) and submit to DHR by February 2024
