About Richmond's Honorary Street Name Designations
Honorary street names can be found throughout Richmond, and are intended to memorialize individuals for their civic, cultural, humanitarian, or historically significant contributions to the Richmond Community. These designations typically apply to a portion of a street, such as a city block, and are designated by Richmond City Council via the passing of an Ordinance. Honorary street names do not replace the existing name of a street and do not require an alteration to maps or addresses.
Percy J. Minor, Sr.
Percy J. Minor, Sr. was a longtime supporter of efforts to revitalize Swansboro, one of Richmond's oldest and most historic residential neighborhoods. Mr. Minor served as president of the Swansboro Neighborhood Civic Association in order to advocate for his community. Through regular attendance of Richmond City Council meetings, Percy J. Minor, Sr. developed close relationships with the elected officials who represented the Swansboro neighborhood. His work played a key role in expanding senior housing in the community, among other improvements.
Percy J. Minor, Sr. passed away on October 13, 2013. He was honored posthumously by the Virginia General Assembly in 2014 with the passing of House Joint Resolution No. 292, which recognized his commitment to the revitalization of the Swansboro community, and again with a Richmond Honorary Street Name Designation in 2018. After the honorary street sign bearing his name was unveiled, a neighborhood cleanup was held.

The 2200 block of Bainbridge Street has been given the honorary designation of Percy J. Minor, Sr. Street.
