About Richmond's Honorary Street Name Designations

Honorary street names can be found throughout Richmond, and are intended to memorialize individuals for their civic, cultural, humanitarian, or historically significant contributions to the Richmond Community. These designations typically apply to a portion of a street, such as a city block, and are designated by Richmond City Council via the passing of an Ordinance. Honorary street names do not replace the existing name of a street and do not require an alteration to maps or addresses.

Ellalee Fountain Flowers

Richmond native Ellalee Fountain Flowers dedicated her life to education and community service.

Born in the Jackson Ward neighborhood on November 16, 1923, Ellalee was the second of eight children. At the age of 15, she graduated from Richmond Public Schools Armstrong High School in 1939 at the top of her class. She went on to earn a Bachelor of Business Administration degree from Virginia State University in 1943 and a Master of Education from Columbia University in 1947.

In 1945, Ellalee Fountain Flowers began her career in education with Richmond Public Schools, teaching business courses at Maggie L. Walker High School. When she retired in 1979, Ms. Flowers was the head of the school’s business department. In addition to her role as a high school educator, Ms. Flowers also taught night school for adults as well as elementary school students.

After educating Richmond high schoolers for more than 30 years, in 1979, Ellalee Fountain Flowers was hired by Virginia Union University to serve as a faculty member of the Sydney Lewis School of Business. She retired from the university in 1987.

Ellalee Fountain Flowers was a lifelong member of the National Association for the Advancement of Colored People, and held the post of secretary for the Richmond chapter. In addition, she was an active member of the Delta Sigma Sorority, Inc. for 80 years, and served as chair of the Richmond Alumni Chapter’s Habitat for Humanity and Political Awareness committees.

Ellalee Fountain Flowers passed away on May 15, 2022, at the age of 98.

 

Designation Area:

The 2900 block of Brook Road, between Hammond Avenue and Sherwood Avenue, has been given the honorary designation of Flowers Way.
