Organizational Development	Meetings: First Monday of each month - 4:00 p.m. Members: All 9 Members of Council Left to right: Chair Cynthia Newbille, Vice Chair Katherine Jordan, Member Sarah Abubaker, Member Andrew Breton, Member Kenya Gibson, Member Nicole Jones, Member Stephanie Lynch, Member Ellen Robertson, Member Reva Trammell Description: The Committee is responsible for reviewing the operations of every department, bureau, agency and other unit of City government and for making such recommendations for operations and organizational development as may be appropriate.
Education and Human Services	Meetings: Second Thursday of each month - 2:00 p.m. Members: Left to right: Chair Stephanie Lynch, Vice Chair Nicole Jones, Member Andrew Breton Alternate Member Ellen Robertson Description: The Committee monitors and recommends to Council official policy in the areas of recreation, social services, public health, mental health, substance abuse, advocacy, and public education. The Committee also balances the primary role of the School Board in crafting policy for Richmond Public Schools against the responsibility of Council for oversight imposed by the appropriation of public funds.
Finance and Economic Development	Meetings: Third Wednesday of each month - 2:00 p.m. Members: Left to right: Chair Ellen Robertson, Vice Chair Nicole Jones Member Stephanie Lynch Alternate Member Sarah Abubaker Description: The Committee monitors and recommends to Council an official policy on the financial health of the City, including its budgetary processes, revenue and expense structures, and its internal fiscal controls.
Land Use, Housing and Transportation	Meetings: Tuesday following the third Monday of each month - 3:00 p.m. Members: Left to right: Chair Nicole Jones, Vice Chair Ellen Robertson, Member Andrew Breton Alternate Member Kenya Gibson Description: The Committee monitors and recommends to Council an official policy on land use planning, environmental issues, housing and transportation in the City.
Public Safety	Meetings: Fourth Tuesday of each month - 1:00 p.m. Members: Left to right: Chair Reva Trammell, Vice Chair Stephanie Lynch, Member Sarah Abubaker Alternate Member Nicole Jones Description: The Committee monitors and recommends to Council an official policy in all matters concerning law enforcement, the judiciary, fire safety, ambulance service, and emergency communication.
Governmental Operations	Meetings: Fourth Wednesday of each month - 1:00 p.m. Members: Left to right: Chair Katherine Jordan, Vice Chair Sarah Abubaker, Member Kenya Gibson Alternate Member Andrew Breton Description: The Committee reviews City issues and policies that are not related, or assigned, to the other Standing Committees. The Committee is also tasked with the review and recommendation of issues assigned by the Organizational Development Standing Committee.
