About Richmond's Honorary Street Name Designations

Honorary street names can be found throughout Richmond, and are intended to memorialize individuals for their civic, cultural, humanitarian, or historically significant contributions to the Richmond Community. These designations typically apply to a portion of a street, such as a city block, and are designated by Richmond City Council via the passing of an Ordinance. Honorary street names do not replace the existing name of a street and do not require an alteration to maps or addresses.

Dr. James L. Moore, Sr.

Born on November 7, 1934, Dr. James L. Moore, Sr. dedicated his life and long career to serving the religious life of the city of Richmond, as well as a variety of other communities. He became known as a mentor for young and upcoming preachers.

At 16 years old, Moore, became a youth minister at his New York church. In 1996, he was awarded a Doctor of Divinity degree by Shiloh Theological Seminary. From there, he was ordained a bishop in 1997, received a Lifetime Academia Achievement degree as a Doctor of Philosophy in 1998, and was awarded an apostolate in 2013.

Dr. James L. Moore, Sr. went on to establish some 16 churches over his career with locations in New York, North Carolina, South Carolina, and Virginia. He is credited with the founding of the Tower of Deliverance Church in south Richmond.

Dr. James L. Moore, Sr., passed away on December 10, 2020, at the age of 86.

The 1700 block of Porter Street has been given the honorary designation of Dr. James L. Moore, Sr. Street.
