COVID 19 - CARES ACT FUNDING

CARES Act Flexibilities for CDBG Funds Used to Support Coronavirus Response April 9, 2020, click here.

The Coronavirus Aid, Relief and Economic Security Act (CARES Act) (Public Law , makes available $5 billion in supplemental Community Development Block Grant (CDBG) funding for grants to prevent, prepare for, and respond to coronavirus (CDBG-CV grants). click here.

January 2021

  • Any ESG-CV funds not allocated previously or that has been recaptured by HCD will be presented to the GRCOC Ranking Committee for recommendations for funding priorities.
  • The Department of Housing and Community Development (HCD) will review the GRCOC recommendations and send applications to the organizations they believe will have the greatest impact on Richmond residents. 
  • HCD staff will amend the PY2019 Annual Action Plan and submit that plan and projects to Richmond City Council for approval prior to submission to HUD. 

CDBG-CV (round 3 and 1)

  • The City of Richmond was awarded as additional $1,362,346 in CDBG-CV (round 3) on September 11, 2020 by HUD. The City of Richmond  will solicit applications from non-profit agencies and City Departments based on the GRCOC recommendations and the City of Richmond identified needs to address the pandemic using the $1,362,346 CDBG-CV funds awarded in September 2020 and any CDBG-CV funds not programmed by the previous NOFAs or funds that were recaptured by HCD.

  • HCD staff will amend the PY2019 Annual Action Plan and submit that plan and projects to Richmond City Council for approval prior to submission to HUD. 

 

July 2020

ESG-CV second round of funding process.

  • The GRCOC Ranking Committee will make recommendations for funding priorities on $1,954,273 in ESG-CV tot he GRCOC Board who will vote on those recommendations before the end of July 2020.

  • HCD staff will amend the PY2019 Annual Action Plan and submit that plan and projects to Richmond City Council for approval prior to submission to HUD. 

 

April 2020

With the adoption of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) the City of Richmond is issuing a Notice of Funding Availability (NOFA) for the allocation of $2,683,549 in Community Development Block Grant (CDBG), $1,351,959 in Emergency Solutions Grant (ESG) and $194,445 in Housing Opportunities for Persons with AIDS (HOPWA). In addition, The City’s Administration is recommending the City Council approve an additional $1,000,000 in FY20 Affordable Housing Trust Funds to address the immediate need for new permanent supportive and affordable housing units.
