PUBLIC INFORMATION ADVISORY

WHAT:          Richmond City Council will hold a special meeting to introduce the following ordinances:

1.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 1- Richmond Animal Care & Control  between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1600 Chamberlayne Avenue for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 1- Richmond Animal Care & Control between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PSL Solar 2050 LLC on City-owned property located at 1600 Chamberlayne Avenue.

2.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 5- DEC Radio Shop between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 3502 North Hopkins Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 5- DEC Radio Shop between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA DPW Solar 2050 LLC on City-owned property located at 3502 North Hopkins Road.

3.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 1- Oliver Hill Court Building between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1600 Oliver Hill Way for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 1- Oliver Hill Court Building between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PD Solar 2050 LLC on City-owned property located at 1600 Oliver Hill Way.

4.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 2– Juvenile Detention Center between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1700 Oliver Hill Way for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 2– Juvenile Detention Center between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PD Solar 2050 LLC on City-owned property located at 1700 Oliver Hill Way.

6.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 2– Randolph Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1415 Grayland Avenue for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 2– Randolph Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA CC Solar 2050 LLC on City-owned property located at 1415 Grayland Avenue.

7.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 3- Hickory Hill Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 3000 East Belt Boulevard for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 3- Hickory Hill Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA CC Solar 2050 LLC on City-owned property located at 3000 East Belt Boulevard.

8.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 4– Pine Camp Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 4901 Old Brook Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 4– Pine Camp Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA CC Solar 2050 LLC on City-owned property located at 4901 Old Brook Road.

9.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 5- Hotchkiss Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 701 East Brookland Park Boulevard for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 5- Hotchkiss Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA CC Solar 2050 LLC on City-owned property located at 701 East Brookland Park Boulevard.

10.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 7- Humphrey Calder Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 414 North Thompson Street for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 7- Humphrey Calder Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA CC Solar 2050 LLC on City-owned property located at 414 North Thompson Street.

11.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 6– Bellemeade Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1800 Lynhaven Avenue for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 6– Bellemeade Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA CC Solar 2050 LLC on City-owned property located at 1800 Lynhaven Avenue.

12.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 8- Powhatan Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 5051 Northampton Street for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 8- Powhatan Community Center between the City of Richmond and RVA CC Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA CC Solar 2050 LLC on City-owned property located at 5051 Northampton Street.

13.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 1- Wastewater Treatment Plant between the City of Richmond and RVA WW Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1400 Brander Street for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 1-  Wastewater Treatment Plant between the City of Richmond and RVA WW Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA WW Solar 2050 LLC on City-owned property located at 1400 Brander Street.

14.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 1- DPU Stormwater Operations Office between the City of Richmond and RVA DPU Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1801 Commerce Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 1- DPU Stormwater Operations Office between the City of Richmond and RVA DPU Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA DPU Solar 2050 LLC on City-owned property located at 1801 Commerce Road.

15.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 2- DPU Operations Center between the City of Richmond and RVA DPU Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 400 Richmond Highway for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 2- DPU Operations Center between the City of Richmond and RVA DPU Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA DPU Solar 2050 LLC on City-owned property located at 400 Richmond Highway.

16.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 1- DPW Sign, Signal & Pavement Marking Shop between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 3522 North Hopkins Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 1- DPW Sign, Signal & Pavement Marking Shop between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA DPW Solar 2050 LLC on City-owned property located at 3522 North Hopkins Road.

17.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 3- DPW Fleet Management Warehouse between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1650 Commerce Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 3- DPW Fleet Management Warehouse between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA DPW Solar 2050 LLC on City-owned property located at 1650 Commerce Road.

18.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 4- DPW Fleet Management Office between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1700 Commerce Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 4- DPW Fleet Management Office between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA DPW Solar 2050 LLC on City-owned property located at 1700 Commerce Road.

19.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 2- DPW Operations Administration between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1654 Commerce Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 2- DPW Operations Administration between the City of Richmond and RVA DPW Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA DPW Solar 2050 LLC on City-owned property located at 1654 Commerce Road.

20.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 1- Fire Station 10 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 914 Hermitage Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 1- Fire Station 10 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 914 Hermitage Road.

21.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 2- Fire Station 11between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1235 North 28th Street for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 2- Fire Station 11 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 1235 North 28th Street.

22.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 3- Fire Station 12 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 2223 West Cary Street for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 3- Fire Station 12 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 2223 West Cary Street.

23.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 5- Fire Station 21 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 2505 Richmond Highway for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 5- Fire Station 21 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 2505 Richmond Highway.

24.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 6- Fire Station 22 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 2420 Broad Rock Boulevard for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 6- Fire Station 22  between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 2420 Broad Rock Boulevard.

25.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 7- Fire Station 23 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 495 Labrook Concourse for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 7- Fire Station 23 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 495 Labrook Concourse.

26.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 8- Fire Station 24 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 7400 Forest Hill Avenue for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 8- Fire Station 24 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 7400 Forest Hill Avenue.

27.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 9- Fire Station 25 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 8800 West Huguenot Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 9- Fire Station 25 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 8800 West Huguenot Road.

28.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 4- Fire Station 17 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 2211 Semmes Avenue for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 4- Fire Station 17 between the City of Richmond and RVA FS Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA FS Solar 2050 LLC on City-owned property located at 2211 Semmes Avenue.

29.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 3– Police Precinct 1 between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1711 Fairfield Way for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 3– Police Precinct 1 between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PD Solar 2050 LLC on City-owned property located at 1711 Fairfield Way.

30.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 6– Police Headquarters between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 200 West Grace Street for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 6– Police Headquarters between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PD Solar 2050 LLC on City-owned property located at 200 West Grace Street.

31.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 4- Police Precinct 2 between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 177 East Belt Boulevard for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 4- Police Precinct 2 between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PD Solar 2050 LLC on City-owned property located at 177 East Belt Boulevard.

32.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 5– Police Training Academy between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1202 West Graham Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 5– Police Training Academy between the City of Richmond and RVA PD Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PD Solar 2050 LLC on City-owned property located at 1202 West Graham Road.

33.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 3- Main Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 101 East Franklin Street for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 3- Main Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PSL Solar 2050 LLC on City-owned property located at 101 East Franklin Street.

34.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 4– West End Branch – Richmond Public Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 5420 Patterson Avenue for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 4– West End Branch – Richmond Public Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PSL Solar 2050 LLC on City-owned property located at 5420 Patterson Avenue.

35.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 5- Belmont Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 3100 Ellwood Avenue for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 5- Belmont Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PSL Solar 2050 LLC on City-owned property located at 3100 Ellwood Avenue.

36.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 6- Hull Street Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 1400 Hull Street for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PSL Solar 2050 LLC on City-owned property located at 1400 Hull Street.

37.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 7- North Avenue Branch Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 2901 North Avenue for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 7- North Avenue Branch Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PSL Solar 2050 LLC on City-owned property located at 2901 North Avenue.

38.    To authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a Site Lease Agreement and a Solar Power Purchase Agreement Project Agreement No. 8- Broad Rock Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of installing, operating, and maintaining rooftop solar panels on City-owned property located at 4820 Old Warwick Road for the generation of solar power energy for use and purchase by the City, and a Solar Renewable Energy Credit Irrevocable Assignment Agreement No. 8- Broad Rock Library between the City of Richmond and RVA PSL Solar 2050 LLC for the purpose of assigning to the City a percentage of solar renewable energy certificates generated by the rooftop solar panels operated by RVA PSL Solar 2050 LLC on City-owned property located at 4820 Old Warwick Road.
