Public Information Advisory - Special Meeting October 5, 2026
WHAT: Richmond City Council will hold a special meeting to introduce:
(i) Ordinance No. 2026-281, to amend City Code § 28-1009, concerning the City’s issuance of a permit required to discharge prohibited, industrial or other wastes into sewers, to modify which department shall grant such permits;
(ii) Ordinance No. 2026-282, to amend Ord. No. 2026-063, adopted May 11, 2026, which adopted the Fiscal Year 2026-2027 General Fund Budget and made appropriations pursuant thereto, by (i) transferring $700,000.00 from the Outside Agencies and Central Appropriations agency Presbyterian Homes and Family Services, Inc. line item, (ii) appropriating such transferred funds to the Outside Agencies and Central Appropriations agency Area Congregations Together in Service line item, and (iii) authorizing the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute the necessary documents to effect such appropriation, all for the purpose of providing funding to the Family Crisis Fund program;
(iii) Ordinance No. 2026-283, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a SAARA Grant Contract between the City of Richmond and SAARA of Virginia, Inc. for the purpose of funding the Alive RVA Warm Line;
(iv) Ordinance No. 2026-284, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a First Amendment to Lease between the City of Richmond and Potomac Area Hostels, Inc. for the purpose of continuing the operation of a 50-bed, year-round emergency shelter located at 7 North 2nd Street;
(v) Ordinance No. 2026-285, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Second Amendment to Sublease Agreement between the City of Richmond and HomeAgain Richmond for the purpose of continuing the operation of a 50-bed, year-round emergency shelter for families at 7 North 2nd Street;
(vi) Ordinance No. 2026-286, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Daily Planet Grant Contract between the City of Richmond and Daily Planet Inc. for the purpose of funding a Contingency Management Program within the Daily Planet’s Medication for Opioid Use Disorder Clinic to increase client engagement and retention;
(vii) Ordinance No. 2026-287, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a La Casa de la Salud Grant Contract between the City of Richmond and La Casa de la Salud for the purpose of funding a culturally and linguistically responsive opioid prevention, education, and navigation initiative designed to serve Richmond’s Latine community.
(viii) Ordinance No. 2026-288, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Nationz Foundation Grant Contract between the City of Richmond and Nationz Foundation Incorporated for the purpose of providing comprehensive harm reduction services, substance use treatment resources, and additional services to combat the opioid crisis in the city of Richmond;
(ix) Ordinance No. 2026-289, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Second Amendment to Grant Contract between the City of Richmond and Emergency Shelter, Inc., doing business as HomeAgain, for the purpose of extending the term through Nov. 30, 2027, with the option to exercise three additional one-year term extensions for the continued operation of a 50-bed, year-round emergency shelter for families;
(x) Ordinance No. 2026-290, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to execute a Fiscal Agency Agreement between the City of Richmond and NextUp RVA for the purpose of authorizing NextUp RVA to act as a fiscal agent on behalf of the City to facilitate funding for the Department of Parks, Recreation and Community Facilities’ 2026 CarMax Basketball Youth Development and Summer Camp program;
(xi) Ordinance No. 2026-291, to authorize the Chief Administrative Officer, for and behalf of the City of Richmond, to execute a First Amendment to Lease Agreement between the City of Richmond, as lessor, and Cancer Retreat Centers, Inc., as lessee, for the purpose of allowing Cancer Retreat Centers, Inc., to expand the leased premises to include the second floor and an office on the third floor of Blanton House located at 700 Blanton Avenue;
(xii) Ordinance No. 2026-292, to declare a public necessity for and to authorize the acquisition by gift, purchase, condemnation, or otherwise, certain temporary construction easements, permanent retaining wall maintenance easements, and permanent utility easements for the public purpose of facilitating the construction and maintenance of the Lombardy Street CSX Bridge Replacement project;
(xiii) Ordinance No. 2026-293, to authorize the special use of the properties known as 1620 North 27th Street and 1622 North 27th Street for the purpose of up to four single-family attached dwellings, upon certain terms and conditions;
(xiv) Ordinance No. 2026-294, to authorize the special use of the properties known as 1509 North 35th Street and 1511 North 35th Street for the purpose of up to two two-family detached dwellings, upon certain terms and conditions;
(xv) Ordinance No. 2026-295, to authorize the special use of the property known as 511 North Meadow Street for the purpose of a ground floor retail use, upon certain terms and conditions;
(xvi) Ordinance No. 2026-296, to authorize the Chief Administrative Officer, for and on behalf of the City of Richmond, to accept funds in the amount of $7,900.00 from the Virginia Tourism Corporation and to amend the Fiscal Year 2026-2027 Special Fund Budget by creating a new special fund for the Department of Parks, Recreation and Community Facilities entitled “VA250 Marketing Leverage Program Special Fund,” and appropriating the increase to the Department of Parks, Recreation and Community Facilities’ “VA250 Marketing Leverage Program Special Fund” by $7,900.00 for the purpose of funding the Reclaiming Our History: Barton Heights Cemeteries Heritage Trail project;
(xvii) Ordinance No. 2026-297, to amend City Code § 22-8, concerning cost-of-living adjustments, for the purpose of establishing an annual cost-of-living adjustment or supplement policy for the Richmond Retirement System, subject to appropriation by City Council; and
(xviii) Resolution No. 2026-R040, to approve the Mayor's appointment of Odie Donald II as a member of the Board of Directors of the Richmond Metropolitan Transportation Authority for a term commencing on October 13, 2026, and expiring October 13, 2030.
