OpenGov
The City of Richmond is currently using OpenGov for solicitation development, to include evaluations and awards. OpenGov is a best-in-class automated, procurement software solution. The system is intuitive and transparent for city officials, suppliers and the community. Project Managers and Procurement Analysts collaborate to develop solicitations within OpenGov. Bidders and Offerors questions are responded to in OpenGov, which allows open communication. OpenGov offers greater competition and better services for the City of Richmond.
All bids and proposals are to be submitted electronically through OpenGov, located at https://procurement.opengov.com/portal/rva until, but no later than the time and date listed for the solicitation.

Projected Business Opportunities
The City of Richmond is continuing its commitment to modernizing procurement processes and improving the contractor experience. Effective July 1, 2026, the City will transition to electronic surety bonds (eBonds) through the Surety2000 platform.
This transition supports greater efficiency, enhanced security, and improved transparency by reducing paper-based processing, streamlining bond submission and verification, and strengthening fraud prevention through secure digital validation and audit tracking.

Effective July 1, 2026
Electronic Performance Bonds and Payment Bonds will be required for applicable construction contracts and must be submitted through the Surety2000 platform.
Additional guidance regarding bond requirements, bid bond applicability, and submission procedures will be provided prior to implementation.
Getting Started
Contractors and bonding agents are encouraged to prepare in advance of the July 1, 2026 implementation date.
Bonding Agent Registration
Contractors should confirm that their bonding agent is registered with the Surety2000 platform. Bonding agents who are not currently registered may create an account through Surety2000.
Contractor Registration
If a bonding agent has an active Surety2000 account, contractors must also register with the platform to participate in the electronic bonding process.
