Project Summary and Scope

This project provides for the construction of a new addition that will include an auxiliary gymnasium, boxing studio, indoor/exterior playgrounds, multi-purpose/meeting spaces, culinary teaching kitchen, classrooms, dance and music studios, restrooms and storage areas, in additon to administrative support offices.  The site also includes baseball/softball fields, exterior basketball courts, community garden and an exercise/nature trail.  This project will be at minimum LEED Silver certified.

Currently an architectural engineering firm has been contracted to prepare design documents and construction administration services.  A Value Engineering study/report will be incorporated in the project via a third party firm, in addition to project commissioning services.

Project Milestones

Schematic design approval and a preliminary cost estimate was completed November, 2021 and a cost estimate was updated December, 2021.  Final presentation for approval to the UDC is scheduled for May, 2021 and followed by the Planning Commission meeting.  Approval by UDC and the Planning Commission has been achieved. Design development documents were submitted June, 2022.  Submittal of permit documents took place in June , 2022 to DPU Water Resources Division of the civil design documents and to the Planning & Development Review department. Plans were submitted for plan review and approvedl in April, 2021.  Value Engineering has been completed and the recommendations were sent to City Council.  The initial Invitation for Bids solicitation of the project was sent to Procurement for advertising.  However, the existing project funding is well below the A/E's estimate.  Approval of additional funding for the project are pending.  Approval of the additional funding took place on July 1, 2023.  The project was solicited and review of the lowest responsible and responsive bidder is ongoing.  The construction contract has been executed to Southway Builders, Inc.  The Notice to Proceed was issued effective on October 30, 2023 and a completion on April 22, 2025.  The contractor has mobilzed to the site and site work has commenced.  Site work is ongoing. Demolition of the existing boxing facility is completed.  Foundations completed.  Masonry wall construction ongoing and work in the interior of the existing building being done.  Structural steel has been installed and roofing is ongoing.  Brick facing is being installed.  Roofing is being installed. 

Project Funding

The project will be funded from Capital Improvement Project funds.  To date funding has been allocated in the amount of $2,950,000.00 for the design and other pre-construction activity expenses.  The FY22 appropriation will add $6,350,000.00 totaling $9,300,000.00, however an additional $7+ million was added, by Council action, to the project for a new total of $16+ million as the project budget to date.  A construction cost budget of $22.5 million has been established.  The budget includes both CIP and ARPA funds.

Project Status Updates

Meetings to develop the schematic design have taken place.  Additional meetings to develop mechanical, electrical and plumbing criteria for LEED were also performed.  A community meeting was coordinated for public introduction and comments was held on January 26, 2021.  The public received the project very well and was enthusiastic about the project development.  Final summary of the LEED development took place on June 28, 2021.  A meeting to discuss the arts to be incorporated into the project was scheduled for June 30, 2021 and included the chair of the Public arts Commission.  The PAC will be preparing a Request for Quotations (RFQ) for artist submission.  A subcommittee of the UDC held a meeting to discuss some suggested options they offered for the building exterior.  The architect prepared revisions to the plans to reflect some of the suggestions.  Approval from the UDC and Planning Commission was granted.  Plans have been submitted to PDR for review and approval.  Plan review is in progress and comments from DPU, mechanical, building and electrical have been received.  Additional comments from DPU have been addressed and waiting to see if any additional comments are forthcoming from DPU.  Curretly awaiting the plan review comments from PDR regarding the Fire Alarm permit (revised FA plans & other requirements to be re-submitted).  Other permit plans have been reviewed and approved.  Advertising the RFQ for the Public Arts is projected to take place by December 17, 2021.  The Invitation for Bids solicitation of the project was submitted to Procurement to be posted by May 31, 2023.   Additional project funding will be available in July 2023.  A pre-bid conference was held on June 21, 2023.  Bids were received on July 18, 2023.  A contractor's bid documents is being reviewed by Procurement before a contract is executed.  Procurement has executed the contract.  Preparations are ongoing for the Special Inspections meeting and the pre-construction meeting.  The NTP has been issued (10-30-23 to 4-22-25).  Site work is ongoing.  Foundations are installed and masonry walls are being completed.  Work in the existing gym is ongoing.  Work in the existing building is continuing on schedule.  Structural steel is installed and roofing is ongoing.  Work at the community garden is proceeding and the shed has been erected.  Building is 95% dried-in.  Exterior finishes are being installed, the garden shed has been constructed, site paving has started, interior walls and finishes are ongoing and widows are being installed throughout.  The renovations in the existing building are moving along on schedule.
