Project Summary and Scope
January 2023, the City of Richmond (COR) commissioned Dewberry, a national architecture and engineering firm specializing in the programming, planning and design of ECC/911 and EOC facilities to conduct a short term and long term space and site needs study for a new state of the art Public Safety Operations Center.
The study looked at the spatial and operational requirements for departments that fall under the Department of Emergency Communications (DEC), Office of Emergency Management (OEM) and RVA 311 with space to accommodate projected 20-year growth.

A draft of the space needs assessment and concept design study has been completed.
