The Division of Children, Families and Adults is responsible for providing an array of services to support and strengthen Richmond’s children, families and adults and to ensure that they are safe and secure in their own homes and in the community.
Provides adoptive placement for children in foster care whose parents' parental rights have been terminated.
Adult Protective Services (APS)
Alleviates the risk of abuse and neglect, and exploitation of adults aged 60 and over, and incapacitated adults ages 18 and over.
Single adults age 18 or older with no minor children and who are disabled, elderly or homeless can receive assistance in order to become self-sufficient and independent.
Child Protective Services (CPS)
Identifies and assesses valid reports of child abuse and neglect, provides services that enhance child safety, and prevents further abuse and neglect.
Provides assistance to families with children who are in need of emergency and supportive services.
Provides services and treatment to a child who is in the legal custody of the department due to abuse or neglect.
Healthy Families Richmond provides intensive home visiting services to prenatal and new parents with the goal of enhancing parenting skills and competencies needed to get children off to a healthy start.
Provides outreach, intake and assessment, limited case management, and linkage to short-term housing for individuals and families at risk of homelessness.
